Outcomes and impacts of CGIAR Research Initiatives in Kenya from 2022 to 2024

Kenya hosted one of CGIAR’s largest portfolios of research and innovation from 2022 to 2024, when pooled funding for the CGIAR was distributed through CGIAR research initiatives. This paper synthesizes CGIAR’s contributions to Kenyan agriculture in that period by triangulating two evidence streams: 148 outcomes logged in the CGIAR Performance and Results Management System (PRMS) and 56 impact assessments published as peer-reviewed journal articles. The analysis shows that CGIAR’s work has catalyzed improvements in seed systems, facilitated refinements in agronomic techniques, and encouraged the adoption of climate-resilient, sustainable farming practices and technologies. These contributions have paved the way for increasing crop productivity, while also supporting key livestock innovations that enhance food safety and bolster the resilience of pastoral communities. Robust local partnerships underpinned several policy shifts and helped align many outputs with the Bottom-Up Economic Transformation Agenda (BETA). Yet, important gaps persist. Activities are mainly concentrated in easily reached areas rather than being spread across all agro-ecological zones, and outcomes are recorded in an isolated way, obscuring how separate successes add up to systemic change. Peer-reviewed impact evaluations focused on a different set of impact areas than outcomes reported in PRMS, rarely involve cross-center collaborations, and PRMS entries seldom document how evidence, policy uptake, and multidisciplinary collaboration link together. Looking ahead to the next CGIAR Science Programs phase, the paper urges broader engagement with under-served value chains, deeper cross-program synergies, and closer alignment with Kenya’s BETA and MTP IV priorities to foster inclusive, resilient agricultural growth.

Landscape complexity as determined by socioeconomic trends, climate change, and broad agricultural policies: A study on multifunctional landscapes

Food systems face dire challenges, including climate change, biodiversity loss, and resource overuse. To ensure their long-term sustainability and resilience they need urgent transformation, while continuing to support livelihoods and address rising food insecurity. The design and management of multifunctional agricultural landscapes offer a pathway to address these challenges; and improved understanding of landscape complexity, including a diverse mix of natural and cropland covers, can help advance achievement of multiple food system goals. As land managers and decision makers plan for the future of our landscapes, they need to recognize that powerful forces outside their control will have a strong influence on the final outcome. This study explores the interplay between global drivers—such as population growth, economic trends, climate change—and landscape complexity, using a modeling system linking a global agricultural economic model to a land-use model. Global trends are described, and Kenya serves as a case study, representing broader local dynamics. Results indicate that the majority of agricultural landscapes, globally and in Kenya, are projected to experience increased complexity by 2050, primarily through cropland expansion at the expense of natural habitats. However, there are a few instances where an expansion in cropland may be liked to a decrease in landscape complexity. Patterns also vary under alternative scenarios of agricultural development. Where greater complexity is achieved through policies that further concentrate agricultural land in some areas, this is mainly associated with net gains in natural habitats and a contraction of cropland. Overall, this preliminary research underscores the need for integrated landscape management and more comprehensive scenarios to inform sustainable land-use planning aligned with global food security and environmental objectives.

Essential commodities prices, availability, and market actors’ perceptions: May 2025

This report presents an overview of trends in prices, availability, and quality of key commodities in Sudan from February to May 2025. It covers cereals, vegetables, animal products, and other essential commodities such as cooking oil, sugar, agricultural inputs (fertilizers and seeds), fuels, and exchange rates. The analysis reveals notable spatial and temporal disparities in prices, availability, and quality across Sudan’s 18 states.

Sudan: Cereal markets and trade

Cereal production and markets, key components of Sudan’s food economy, have changed dramatically in the last decade due to conflict-related disruptions, as well as earlier changes in government policy. In western Sudan, particularly Darfur and surrounding regions, ongoing conflict has severely hindered agricultural activities, leading to a sharp decline in domestic cereal production. In contrast, other regions of Sudan have maintained relatively stable planting and harvesting activities, although marketing costs have risen substantially.

Brewing prosperity: An analysis of living income gaps among coffee smallholders in central Kenya

This study investigates the living income gap among coffee smallholders in central Kenya. It uses detailed survey data collected from coffee farmers organized in cooperatives and from coffee farm workers in Nyeri and Murang’a counties. Our analysis finds that coffee smallholders earn an average of only 109 KSh per day, just 35 percent of the 312 KSh living income benchmark, with the gap being particularly severe in Murang’a and among those with smaller landholdings. Sensitivity analyses show that enhancing prices paid to farmers and improving yields can partially reduce the income shortfall. For instance, doubling both parameters, especially when coupled with a 50 percent increase in farmers’ non-coffee income, lowers the incidence of households below the benchmark from more than 90 percent to about 67 percent. Yet, even under these relatively optimal conditions, the persistence of a significant gap underscores deep structural constraints in the local economy. Policy recommendations therefore call for a multidimensional approach that improves production efficiency, improves and stabilizes prices, promotes income diversification, and strengthens institutional support.

Cost effective options for inclusive agrifood system development in Tajikistan

This paper presents a model-based and data-driven analysis of alternative public investment options for Tajikistan’s agrifood system based on cost-effectiveness in achieving multiple development outcomes. The study indicates that there is no single intervention that is the most cost-effective across all economic and social outcomes, including agrifood GDP growth, job creation, poverty reduction, lowered undernourishment, and improvement in diet quality. Irrigation infrastructure development, R&D in husbandry, and food loss and waste reduction are the most cost-effective investments in the combined economic outcomes, including growth and jobs. In contrast, irrigation, food loss and waste reduction, and seed systems are more effective in the combined social outcomes, including poverty, undernourishment, and diet. Considering time horizons, extension services are more effective in the short run, while irrigation and R&D deliver greater impact over time. Sector variations in the magnitude of effects are also observed among investment interventions. Overall, comparisons across development outcomes, sectoral focus, and timeframes reveal important synergies and trade-offs, underscoring the need for evidence-based tools to guide effective policy and investment decisions.

Tanzania: Cost effective options for inclusive and sustainable development

In this policy brief, we present research findings of a systematic evaluation and ranking of investment options for Tanzania’s agrifood system based on their cost-effectiveness in achieving multiple development outcomes, including agrifood gross domestic product (GDP) growth, agrifood job creation, poverty reduction, declining rates of undernourishment, and lowering diet deprivation. Additionally, the study assesses their environmental footprint, focusing on water consumption, land use, and emissions. Investments in extension and advisory services on livestock are shown to be the most cost-effective in expanding agrifood GDP and jobs. We also find that targeting SME processors generates stronger impacts on jobs, while extension services in agronomy are particularly cost-effective in fostering growth. Similarly, investing in extension services in agronomy and livestock, along with support to SME processors, yields significant gains in social outcomes, though with varying effects on poverty, hunger, and diet quality. However, many cost-effective investments have relatively high environmental footprints, highlighting potential tradeoffs. The study further reveals shifts in the cost-effectiveness ranking of investment options over time and when extreme production shocks occur.

Fragility and conflict: Addressing crises and building resilient food systems

More than ever before, hunger and malnutrition are concentrated in fragile and conflict-affected areas around the world. This chapter reflects on the evolution of food policy research conducted in these areas over the past 50 years and looks ahead at how policy solutions will need to evolve to address the critical challenges that fragility and conflict present for building resilient food systems.

Social protection programs: Building the evidence and defining priorities

Social protection programs to reduce poverty, food insecurity, and vulnerability in low- and middle-income countries have become increasingly prominent over the last 50 years. This chapter examines trends in the development of social protection programs and discusses the contribution of research to changing program approaches and social protection policies, highlighting IFPRI’s role in providing evidence and research.

Financing: From supporting agricultural production to transforming food systems

Theory and practice around the financing of agricultural and food production have evolved over the last 50 years amid changes in the role of agriculture in supporting economic growth and rural development, as well as perceptions of the most critical food and nutrition problems facing low- and middle-income countries (LMICs). This chapter examines key financial challenges in LMIC agrifood systems and describes related policy research, as well as highlighting possible policy options to mobilize future financing for food systems transformation.

Environmental sustainability: The intersection of agrifood systems with ecosystem health

Climate change and biodiversity loss are arguably the greatest environmental challenges facing humanity today, and unsustainable agrifood systems are both a key cause and consequence of this environmental degradation. This chapter reviews how key environmental challenges in land, water, and energy systems intersect with agrifood systems and describes research contributions toward understanding and addressing these challenges over the past 50 years, as well as exploring future directions for environmental sustainability research.

Nutrition and diets: Research and action, looking back to move forward

The last half-century has seen major changes in the nature of malnutrition around the world, as well as in our understanding of its manifestations and key drivers, the people most affected, and the policies and programs developed to address it. This chapter reviews the evolution of nutrition in both policy and programming, with particular attention to agriculture, food systems, and multisectoral approaches, before looking to future directions for nutrition policy, programming, and research.

Agricultural insurance: Policies and programs for reducing farmer risk

Agricultural insurance is intended to help protect households from risk, but many agricultural risks are difficult to insure against and demand for insurance products remains low. This chapter examines how policy-oriented research has encouraged public investment, facilitated farmer use, and improved farmer welfare, and explores how new technologies and approaches are creating opportunities for increasing coverage.

Food value chains: Transformations in low- and middle-income countries

Food value chains (FVCs) play a critical role in food systems by linking from agricultural input providers to farmers and producers to consumers. Over the past 50 years, the economic, demographic, and policy context of FVCs in low- and middle-income countries has changed enormously. This chapter discusses major phases and revolutions that shaped the growth, structure, and importance of FVCs to economies, employment, and diets, as well as policy research issues and contributions, and looks ahead to key trends that will continue to shape FVCs.

Agricultural extension services: From transfer of technology to facilitation for innovation

Agricultural extension and rural advisory services play a key role in the agrifood systems of many low- and middle-income countries by supporting farmers’ efforts to enhance productivity, strengthen resilience to shocks, and conserve the natural resource base on which these systems depend. This chapter applies IFPRI’s “best fit” conceptual framework to examine the global evolution of agricultural extension and rural advisory services over the past 50 years, as well as the shift from a “transfer of technology” approach to a more sophisticated “facilitation for innovation” paradigm.

Regional developments: Africa [in 2025 GFPR]

Africa’s food systems have undergone significant transformations over the past four decades, with notable improvements in agricultural productivity and food security, but persistent challenges remain. This chapter examines how Africa’s agrifood policy landscape has evolved over time in response to complex challenges, including food insecurity, climate change, and socioeconomic disparities. Political economy and governance: Agriculture and food policy from local to global

Policymaking is shaped by evidence as well as by political economy and governance factors such as incentives, institutional structures, ideological biases, and power dynamics. Over the past several decades, these factors have intersected with significant trends affecting the international development policy landscape, with important implications for agriculture and food policy. This chapter examines the key areas of decentralization, agriculture and food policy reform processes, political economy of distribution, and state capacity, before looking ahead to the need to build effective and legitimate global institutions for food systems governance.

Informing CAADP 2026–2035: What a decade of IFPRI Research in Africa tells us

This policy brief distills insights from a decade of IFPRI’s research and engagement across 54 African countries, offering a strategic synthesis to inform the Kampala 2026–2035 implementation phase of the Comprehensive Africa Agriculture Development Programme (CAADP). Drawing from almost 5,700 publications between 2015 and 2025, and using a combination of natural language processing (NLP), deep learning algorithms and rule-based approaches, the review maps key findings against CAADP’s six strategic objectives: (1) intensifying sustainable food production, agro-industrialization, and trade; (2) boosting investment and financing for agrifood systems transformation; (3) ensuring food and nutrition security; (4) advancing inclusivity and equitable livelihoods; (5) building resilient agrifood systems; and (6) strengthening agrifood systems governance. By aligning evidence with strategic priorities, this synthesis aims to sharpen the research and policy agenda needed to accelerate agricultural transformation, ensure food security, and deepen resilience across the continent. The review reveals areas of significant progress—such as advances innovative finance, nutrition policy, social protection design, gender equity, and market functioning—while also exposing enduring gaps in data, investment diagnostics, and imple mentation capacity. The brief is thus both a stocktaking and a springboard, harnessing what is known to guide the next phase of CAADP.

Determinants of household water and energy access and their impacts on food security and health outcomes in Sudan

This study investigates the determinants of access to safe water and reliable energy for households in Sudan using nationally representative data from a recent labor market survey. The results show that urbanization, education, and wealth significantly enhance the access households have to these essential services, while rural areas and less developed regions, particularly in the Darfur and Kordofan regions, face substantial challenges. Access to reliable energy correlates with better food security and health outcomes within households, and improved access to safe water significantly enhances the health of household members. Policy recommendations supported by these research results include targeted rural infrastructure investments, educational improvements, and regional interventions to address disparities in household access to safe water and reliable energy across Sudan.

Essential commodities prices, availability, and market actors’ perceptions: April 2025

This report presents an overview of trends in prices, availability, and quality of key commodities in Sudan during February, March, and April 2025. It covers cereals, vegetables, animal products, and essential goods such as cooking oil, sugar, agricultural inputs (fertilizers and seeds), fuels, and exchange rates. The analysis reveals notable spatial and temporal disparities in prices, availability, and quality across Sudan’s 18 states.
Cereal prices showed mixed patterns: wheat prices rose from February to March before declining in April, while sorghum and millet prices fluctuated. Wheat flour prices remained relatively stable. Spatial disparities were particularly evident for wheat and wheat flour. Traders consistently reported stable availability and quality for most cereals. Vegetable prices varied significantly. Tomato prices remained stable, potato prices were consistently higher than other vegetables, and onion prices declined steadily before rising slightly at the end of April. Spatial and temporal differences in prices were also prominent.
Meat prices continued to increase steadily, while fish prices fluctuated in line with availability. Egg prices rose gradually, while milk prices, after some initial fluctuations, declined steadily in March and April. Among agricultural inputs, wheat seed prices remained stable, whereas local sorghum seed prices rose consistently. Fertilizer prices fluctuated: urea prices experienced a modest increase fol lowed by a decline, while DAP prices rose sharply in April. Fuel prices demonstrated both temporal and spatial variability. Prices were notably higher in the parallel market, while diesel and petrol prices in the regular market were more stable, though regional differences persisted. Finally, the exchange rate analysis showed a continued premium in the parallel market, underscoring persistent foreign currency supply constraints.

Essential commodities prices, availability, and market actors’ perceptions: March 2025

Sudan’s market systems continue to face severe disruptions due to ongoing conflict, political instability, and economic disruptions. These challenges have led to volatile prices, limited availability of essential commodities, and rising food and fuel costs, especially in conflict-affected areas. Insecurity, infrastructure damage, and transport disruptions further exacerbate price disparities, making key goods increasingly unaffordable for vulnerable populations.
To monitor these dynamics, the International Food Policy Research Institute (IFPRI) is implementing a nationwide market monitoring initiative covering 36 markets, two in each of Sudan’s 18 states. The initiative tracks prices, availability, and quality of essential commodities, monitors exchange rate movements, and gathers qualitative insights from market actors. Each month, data is collected in two rounds: the first during the first two weeks, and the second during the last two weeks. In each round, five merchants per market are interviewed using structured questionnaires and semi-structured interviews. This fortnightly approach enables timely and consistent tracking of market trends.

Unlocking agricultural efficiency: A stochastic frontier analysis of smallholder farmers in Rwanda

Agriculture is central to Rwanda's economy, supporting the livelihood of about 70% of the population and contributing significantly to GDP. Smallholder farmers face many production challenges such as limited use of modern inputs, low productivity, and vulnerability to climate change. Despite efforts like the Crop Intensification Program and the Smart Nkunganire System, which aim to en hance access to resources, agricultural productivity remains suboptimal for Rwanda smallholder farmers. This study seeks to identify specific sources of technical inefficiencies among smallholder farmers, focusing on the total value of farmer’s crop output. By using stochastic frontier analysis, a robust quantitative method for separating inefficiencies and random shocks, the study assessed
the overall technical efficiency of smallholder farmers in Rwanda and identified the key factors influencing crop output value. The analysis reveals that fertilizer use, pesticide application, labor, seed use, and land size are key drivers of crop output value. This research further indicates that farmers operate at only 45% of their potential productivity, given the same level of input and technology, highlighting substantial room for efficiency improvements to reach the optimal output value frontier. Furthermore, additional analysis emphasizes the critical role of socioeconomic factors in shaping technical efficiency. The findings highlight the need for targeted interventions to optimize resource utilization, streamline labor allocation and strengthen access to extension services and government initiatives aimed at boosting agricultural production value. These strategies can substantially improve technical efficiency, enabling farmers to achieve optimal crop output values and advancing Rwanda's agricultural development objectives.

Ethiopia: Cost effective options for inclusive and sustainable development

In this policy brief, we present findings of a systematic evaluation and ranking of investment options for Ethiopia’s agrifood system based on their cost-effectiveness in achieving multiple development outcomes, including agrifood gross domestic product (GDP) growth, agrifood job creation, poverty reduction, declining undernourishment, and lowering diet deprivation. Additionally, the study assesses their environmental footprint, focusing on water consumption, land use, and emissions. Investments in small and medium enterprise (SME) traders and processors are shown to be the most cost effective at driving improvements in social outcomes, like poverty and undernourishment. They are also highly ranked in terms of expanding agrifood GDP and employment. Extension services for livestock, credit for farmers, R&D (agronomy), and safety nets also rank high. However, many cost-effective investments have relatively high environmental footprints, which highlights potential tradeoffs. The study further reveals shifts in the cost-effectiveness ranking of investment options overtime and when extreme production shocks occur.

Understanding the policy landscape for climate action in Kenya: Potential for integration of gender, nutrition, and improved impact monitoring

As in other low- and middle-income countries, more intense climate hazards and a warmer climate negatively impact agricultural production and livelihoods of smallholder farmers in Kenya, as well as household diets, national food security and gender equality. Improving climate policy and investments to address these negative impacts requires suitable policy and investment structures that are, moreover, adequately networked among each other and with equity and nutrition efforts for effective climate action. This paper explores the institutional arrangements of the climate change policy landscape in Kenya by mapping governmental and non-governmental actors involved in climate action and how connected and influential they are. Data for this paper was collected through two participatory workshops, one at the national level and one at the county level, using the Net-Map approach. This approach provides novel insights into the highly complex climate policy landscape in Kenya. Although several climate policies and actions are in place in the country, workshop participants called for better coordination across climate change actors and stronger implementation capacity. The recent structural changes in the donor landscape might be an entry point for better alignment and coordination among different actor groups, and specifically among different government actor groups. A lack of operational monitoring and evaluation systems was also considered an important impediment to assess to what extent women and other vulnerable groups are benefitting from climate action in the country.

Navigating Nigeria’s food system challenges in the face of inflation and reform

Main Messages:
1. Low-income households in both urban and rural areas are hardest hit by rising food prices. Post-reform (fuel subsidies removal and exchange rate liberalization) price shocks and persistent inflation have disproportionately affected poor urban and rural households, forcing them to reduce food consumption and dietary diversity. Malnutrition and food insecurity are on the rise, particularly among children and women-headed households, with sharpest impacts in conflict-affected areas.
2. Small-scale farmers are not benefiting proportionately from price increases. Despite surging food prices, small-scale farmers face escalating input costs, poor market access, and structural in-efficiencies that leave them with marginal gains far below the rate of inflation.
3. Trading networks maintain healthy margins, amplifying systemic inefficiencies. Traders and intermediaries dominate the food supply chain, passing on increased costs to consumers while pre-serving or even increasing their profit margins, highlighting inequities in the distribution of benefits along the value chain.
4. Recent economic reforms and external shocks exacerbate structural weaknesses. Economic reforms, including the removal of fuel subsidies and exchange rate adjustments, have amplified existing challenges in the food system, including high transport costs, inadequate infrastructure, and fragmented markets.
5. Policy interventions should protect vulnerable groups and strengthen local food systems. Addressing these disparities requires targeted safety nets for consumers, support for small-scale farmers, and systemic investments to reduce inefficiencies in the value chain while promoting cli-mate-resilient food systems.

Essential commodities prices, availability, and market actors’ perceptions: February 2025

Sudan faces significant challenges due to prolonged conflicts, political instability, and economic disruptions. The ongoing conflict is disrupting market systems, exacerbating price volatility, and limiting the availability of essential commodities. Supply chain disruptions, insecurity, and infrastructure damage often restrict market access and contribute to rising food and fuel costs. In conflict-affected areas, transportation and security challenges intensify price disparities, making staple foods and key agricultural inputs increasingly unaffordable, especially for vulnerable populations.

The International Food Policy Research Institute (IFPRI) is conducting a comprehensive market monitoring initiative across Sudan’s 18 states, tracking the prices and assessing the availability and quality of essential commodities, observing changes in exchange rates, and gathering qualitative insights from market actors. This report provides an overview of market trends in Sudan during February 2025. It will be updated monthly.

Ghana: Systematic analysis of world market and domestic production shocks

Achieving development goals is subject to economic uncertainties, yet policymaking rarely accounts for these risks. This Country Brief quantifies the risks facing Ghana’s economy and population, focusing on two primary sources:
1) External risks stemming from shocks in international commodity prices and foreign capital flows and
2) Domestic risks associated with production shocks in volatile sectors of the Ghanaian economy, such as primary agriculture and hydropower electricity generation, are often caused by extreme weather.
The significance of these risks is assessed based on the range of the shocks’ impacts on four main economic and development indicators: total GDP, private consumption, poverty rate, and prevalence of undernourishment.
The analysis uses data mining methods to simultaneously sample many shocks from historical data, con structing a comprehensive set of realistic shock scenarios for Ghana. A country-specific, economywide Computable General Equilibrium (CGE) model then simulates the impacts of these shocks on both total and sector-specific economic outcomes, deriving changes in poverty and undernourishment for each shock scenario. Finally, machine learning techniques are applied to obtain metrics for the relative im portance of different risk factors.
The results suggest that Ghana’s trade-oriented economy is predominantly exposed to external risks, with fluctuations in world prices of key exports—particularly energy and metals—significantly influencing eco nomic activity and the country’s ability to finance imports. Poverty and undernourishment risks present a more complex picture, with a significant difference between urban and rural risk factors. Rural households, which are generally poorer than urban households and constitute the majority of the poor and undernourished population, are more exposed to domestic production volatility factors.
Understanding these economic risks is a critical first step in facilitating discussions on potential risk management strategies, such as promoting domestic productivity growth and diversifying economic activity away from high-risk sectors.

Individually, the most critical risk factors identified include production volatility in root crops, volatility in foreign capital flows, and volatility in fishery production, with the latter being particularly significant for rural low-income households.
Understanding these economic risks is a critical first step in facilitating discussions on potential risk management strategies, such as promoting domestic productivity growth and diversifying economic activity away from high-risk sectors.

IFPRI strategy for engagement with CAADP 2026-2035: Supporting implementation at regional, sub-regional, and national levels

This document outlines a comprehensive strategy for the International Food Policy Research Institute (IFPRI) to support implementation of the Comprehensive Africa Agriculture Development Programme (CAADP) 2026–2035. With its renewed focus on transforming Africa’s agrifood systems, CAADP provides a framework to address criti cal challenges captured in six strategic objectives that cover sustainable food production, agro-industrialization, investment mobilization, food and nutrition security, inclusivity, resilience, and governance. Building on its long history of support to the CAADP process, IFPRI’s engagement with CAADP 2026–2035 will focus on providing evi dence, strengthening policy processes, building capacity, and supporting investment mobilization to accelerate Africa’s agrifood system transformation. This strategy identifies specific entry points and pathways through which IFPRI can contribute to achieving CAADP’s six strategic objectives including: (1) research and knowledge genera tion; (2) technical assistance and policy support; (3) capacity development; (4) investment and financing support; (5) monitoring, evaluation, and learning; and (6) stakeholder engagement and convening. Working closely with other CGIAR centers and leveraging its country and regional offices, expertise, partnerships, and extensive expe rience in Africa, IFPRI aims to play a pivotal key role in enabling CAADP’s vision of agricultural transformation and inclusive growth, contributing to food security, economic development, and resilience across the continent. By working across regional, subregional, and national levels, IFPRI will engage with partners to help translate CAADP 2025’s ambitious goals into tangible outcomes for food security, resilience, and economic growth.

IFPRI-Sudan: Generating evidence-based solutions for strengthening humanitarian response and economic resilience

Sudan is experiencing one of the most severe humanitarian and economic crises in its modern history due to the ongoing conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). Sudan is now suffering the largest humanitarian crisis in the world. The war has devastated livelihoods, displaced millions, and significantly weakened the country’s agrifood systems and broader economic structures. In response, the International Food Policy Research Institute (IFPRI), along with its partners, has intensified its research and policy engagement in Sudan through the Sudan Strategy Support Program (SSSP), which was launched in 2022.

IFPRI’s work on Sudan is centered on addressing fragility, post-conflict recovery, resilience-building, and economic development. Its research and policy engagements focus on food security, economy-wide modeling, social protection, micro, small, and medium-sized enterprises (MSME), and agricultural resilience as it works to provide critical evidence-based insights to support recovery efforts that will enable Sudan to regain peace and economic growth and stability. Through high-frequency data collection, impact evaluations, and policy dialogues, the SSSP team has continued to deliver data-driven solutions to inform humanitarian responses, economic revitalization, and development planning in Sudan. By collaborating with organizations such as the World Food Programme (WFP), the United Nations Development Programme (UNDP), the World Bank, and other CGIAR centers and initiatives, IFPRI, through SSSP, has generated information to design effective interventions for conflict-affected populations and institutions working to rebuild Sudan’s economy.

Sudan Strategy Support Program (SSSP): Background and research output

The Sudan Strategy Support Program (SSSP), one of the country programs of the International Food Policy Research Institute (IFPRI), commenced operations in May 2022 from the premises of the Arab Organization for Agricultural Development, its official host institution in Sudan. Established with funding from USAID, the United States Agency for International Development, the program has also formed partnerships or received support from a number of prominent organizations, including the CGIAR Initiative on Fragility, Conflict, and Migration, the CGIAR Initiative on NEXUS Gains, the United Nations Development Programme, the World Bank, the World Food Programme, the International Center for Agricultural Research in the Dry Areas, and the International Maize and Wheat Improvement
Center (CIMMYT).

A synthesis of changes in women’s empowerment in two portfolios of agricultural and livestock development projects

The intrinsic and instrumental value of gender equality and women’s empowerment is recognized by Sustainable Development Goal (SDG) 5. Evidence on positive changes to women’s empowerment in agriculture and livestock interventions is expanding but is still relatively limited. Portfolios of projects focused on women’s empowerment through agriculture and livestock interventions can provide key insights across approaches and contexts.

In this working paper, we synthesize evaluations of the effects of interventions with empowerment objectives from two portfolios of agricultural development projects: the Livestock Vaccine Innovation Fund and the Cultivate Africa’s Future projects. These projects were implemented in 10 African countries and one South Asian country between 2017 and 2023, and funded by Canada’s International Development Research Centre (together with others). The projects used the project-level Women’s Empowerment in Agriculture Index (pro-WEAI) and the Women’s Empowerment in Livestock Index (WELI) tools to measure empowerment. The main objective of this study is to examine whether the agriculture- and livestock-related development projects impacted women’s empowerment at the portfolio level, to draw conclusions for the design and implementation of future project portfolios that aim to enhance gender equality and women’s empowerment.

We use both quantitative and qualitative data reported by the projects in the two portfolios. The quantitative analysis synthesizes impact estimates on WELI and pro-WEAI aggregate indices from projects using quasi-experimental or experimental designs, as well as percentage changes in these indices between baseline and endline assessments. The qualitative analysis examines patterns of commonalities or differences in how empowerment is conceptualized, how it evolves over the course of the projects, and how project participants perceive changes in their lived empowerment experience.

The quantitative results show mostly null findings, consistent with the emerging empowerment literature that suggests moving the needle on women’s empowerment requires intentional programming and appropriate levels of investment. We find the most promising results are from projects with explicit strategies to influence and transform gender norms.

The qualitative findings highlight the importance of capturing local conceptualizations of empowerment to contextualize empowerment and its quantitative assessments. The results show that resource ownership is a key indicator of empowerment for both women and men. Women, however, most value the ability to manage their finances independently while men most value being able to support other family members. Both women and men see the value of groups for their empowerment. Finally, women’s empowerment is tied to men’s support.

The results provide much needed information on the most effective approaches to support women’s empowerment, indicating that intentional and transformative approaches are most beneficial. Methodologically, the working paper shows (1) the importance of portfolio projects with shared goals and consistent measurement tools for women’s empowerment, (2) the complexity of combining the goals of research and those of development partners, (3) the value of using both quantitative and qualitative methods, and (4) the need for dedicated financial resources to support systematic impact assessments, meta-analysis and synthesis work.

Cost-Benefit Analysis for Climate Information Services: Training for County Directors of Meteorological Services (CDMS)

This report summarizes the findings of a 3-day training program for eighteen (18) Kenyan Meteorological Department County Directors of Meteorological Services (CDMS), on Cost Benefit Analysis for Climate Information Services (CBA for CIS), in Nakuru, Kenya on March 12-14th 2025. The program was jointly organized by the “Accelerating Impacts of CGIAR Climate Research for Africa” (AICCRA) program and the Institute for Meteorological Training and Research (IMTR) at the Kenya Meteorological Department (KMD). The training aimed at building the capacity of CDMS to think critically through ways to quantify and evaluate the monetary and non-monetary costs and benefits of the climate information services developed in their counties, with a strong focus on Gender Equity and Social Inclusion (GESI). Training materials built on an online training conducted by IFPRI, AICCRA and the CGIAR Gender Platform in November and December 2024, and were tailored to the CDMS context during a validation workshop held on March 10th and 11th, 2025.

Gender integration in food-system policies: an adapted policy assessment framework

Food systems are complex and include multifaceted processes in food production, aggregation, processing, distribution, consumption and post-consumption disposal of food products. Ensuring gender equality within food systems is important because they connect various domains, such as health and nutrition, climate change, environment, fisheries, livestock and agriculture. This interconnectedness within food systems leads to significant implications for human health, including nutrition and diets, as well as climate and environment-related indicators. Interactions of gender within these domains complicate the equitable derivation and distribution of benefits from agricultural activities by women and men. Therefore, policies governing food systems in low- and middle-income countries need to integrate gender-responsive approaches into their design, implementation and monitoring, recognizing the multifaceted processes of food systems and how gender interacts with these processes. The existing tools and frameworks that assess gender integration within policies about food systems do not extend beyond the scope of agricultural production into other interacting domains. This working paper addresses this gap by developing an enhanced framework for evaluating gender integration in policy documents within and beyond agriculture. The thematic reach of this framework includes agriculture, livestock, fisheries, climate change, health and nutrition, environment, and natural resource management. By leveraging a gender and food-systems framework that deconstructs food-systems functions, and how they impact women and men differently, the framework offers structured guidance for incorporating gender-related considerations within policy documents relating to food systems. The framework also has implications for participatory policy processes—design, implementation and monitoring—that aim to foster gender-equitable benefits from food-systems interventions.

A synthesis of changes in women’s empowerment from Cultivate Africa’s Future agricultural development projects

There are few examples of assessments of project portfolios that aim to support women’s empowerment in agriculture and livestock in low- and middle-income countries and that employ a consistent framework and standardized, validated measures of women’s empowerment across the entirety of the projects (see also Baltenweck et al. 2024). This brief synthesizes and presents lessons about women’s empowerment from the achievements of a portfolio of agricultural development projects, where empowerment was consistently measured across the portfolio using the project-level Women’s Empowerment in Agriculture Index (pro-WEAI).

We address two key research questions: (i) What did the agricultural development projects achieve in terms of women’s empowerment? How does this aggregate at the project portfolio level? (ii) What is the significance and some of the key applications of the results to inform future policies, program implementation, extension work and other agriculture-related interventions that aim to support women’s empowerment?

Pathways Linking Climate Change to Livestock Production and Consumption in Sub-Saharan Africa: A Protocol for a Systematic Review

The sub-Saharan African (SSA) region has a large livestock population but low productivity and animal source foods consumption which contributed to nutritional problems. Climate change further reduces productivity, impacting the livelihoods of the rural poor who largely rely on livestock. The agri-food system of SSA is characterized by small holder traditional family farms, poor technological uptake, poor infrastructure, poor veterinary services, and weak adaptability to climate effects. Owing to the unique challenges in climate change and agri-food system interface in SSA, contextualized evidence is very important to design interventions. We aimed to synthesize evidence on the pathways linking climate to livestock production and animal source food consumption in SSA context. Understanding the pathways linking climate change to livestock production and consumption in SSA is essential for formulating strategies that enhance food security, improve nutrition, and support rural livelihoods while mitigating and adapting to the impacts of climate change.

The incoming systematic review will be based on a previously developed systematic map. In the previous systematic map, we searched eight bibliographic databases, institutional website, conducted web-based search, and used citation snowballing to capture all relevant studies. The search was carried out in English and focused on SSA contexts wherever applicable. The search results were imported into Rayyan and screened for relevance based on title, abstract, and full text. At each stage of the screening process, the numbers of studies included and excluded were recorded. From the included studies of the systematic map, we will filter primary, empirical, quantitative articles conducted 2000 and onwards and use for this systematic review. We will extract the main findings of the articles along with key study characteristics and potential sources of heterogeneity. Included studies will be subjected to JBI’s quality appraisal checklists. A narrative synthesis of data from all studies included in the systematic review will be generated to describe the existing evidence along with study findings. Where data are suitably comparable, quantitative synthesis (meta-analysis) will be performed.

The impact of the African continental Free Trade Agreement: A continentwide macroeconomic assessment and distributional analysis in Nigeria and Rwanda

Africa remains the least open continent in the world, with high trade restrictions for both intra- and extra-African partners. These restrictions include both tariff and nontariff measures, as well as high transportation costs due to poor infrastructure. However, previous studies have highlighted the crucial role of intra-regional trade in boosting national economies, promoting development, and enhancing food security by increasing the availability of food and stabilizing domestic markets. In particular, informal cross-border trade, which is pervasive in Africa, contributes to food security, although further research is needed on its magnitude.

This research aims to enhance the understanding of current and future trends in Africa’s food systems, focusing on continental) trade and its impact on national economies and markets. Its objective is to assess the impact of the African Continental Free Trade Agreement (AfCFTA), the most ambitious regional trade agreement in Africa, on national economies and markets. The study uses state-of-the-art tools, includes informal cross-border trade of agricultural products, and considers realistic scenarios of trade liberalization.

The study finds that the AfCFTA’s impact will be positive, although limited. Because most African countries are already trading under preferential regimes within regional economic communities (RECs), AfCFTA primarily affects trade flows outside of these communities. We observe traditional trade diversion effects from partners outside of Africa (up to −1.68 percent) and trade creation within the continent (up to 18.48 percent). Like the agreement’s macroeconomic impacts on gross domestic product growth and trade, its effects on poverty are also limited, with more positive effects in Rwanda than in Nigeria, the two countries analyzed in the microsimulation. A gender bias is present in the results: Female-headed house-holds benefit less from the agreement than male-headed households. Given the continent’s high trans-portation costs, significant gains can occur by reducing transport margins in addition to implementing the AfCFTA. In that case, the positive results are amplified, while the negative effects are dampened.
Because AfCFTA implementation is still in early stages, more information is needed to fine-tune the results. First, it is important to examine the assumptions behind the selection of sensitive and excluded products. In the absence of official lists, which are not available for most countries, the final lists may differ from the selection made in this report, although the method we use has proven to be effective for past agreements. In addition, rules of origin and other nontariff measures will play a significant role in the future of the agreement, affecting the results and likely changing the distribution of gains and losses.

Synopsis: The dynamic impact of alternative livestock sector interventions and spending options in Rwanda

This study evaluates the cost-effectiveness of various livestock interventions—feed, breeding, and health—and budget allocation strategies (balanced, feed-oriented, breeding-oriented, and health oriented) in the context of Rwanda’s economic and livestock systems. Using an economic and livestock systems integrated framework, the research highlights moderate yet sustained impacts on agricultural Gross Domestic Product (GDP) and significant improvements in the livestock sector. Breeding interventions have the largest cumulative effect on agricultural GDP, while health measures, particularly dewormers, yield long-term gains in livestock productivity. Under the balanced scenario, breeding contributes significantly to both meat and milk sector GDP, while feed interventions show a smaller impact overall. The model estimates the economic and livestock systems over a period of five years (t1-t5) from a base year at t0, which corresponds to the Fifth Structural Transformation in Agriculture (PSTA5) period.

Farmers' pesticide use, disposal behavior, and pre-harvest interval: A case study from Nigeria

In Sub-Saharan Africa, small farmers rely heavily rely on synthetic pesticides, the overuse of which poses significant risks to human health, the environment, and food safety. Yet detailed empirical evidence on knowledge of and the knowledge and drivers of pesticide management practices remains scarce, limiting insights for policymakers and development practitioners. To address this gap, we leveraged on data collected from 1556 tomato producers in Northern Nigeria to investigate the determinants of pesticide use behavior using a sequential-exploratory mixed-method approach. We examined a broader range of pest management-related practices than prior literature, including safety equipment usage, pesticide disposal methods, and adherence to pre-harvest intervals (PHIs)-, which is the intervals between the last pesticide application and the crop harvest. We found substantial noncompliance with the recommended practices: 45% of farmers reuse empty pesticide containers for other purposes, 14% discard them on the farm, 15% burn containers in open fires, and 40% harvest tomatoes within 1--5 days after pesticide application, violating the 7-day PHI guideline. These findings suggest that many tomato farmers adopt unsafe practices, which have adverse implications for their health, the environment, and the safety of food available to consumers. We show that training on pesticide disposal and midstream market channels (e.g., wholesalers and aggregators) are strongly correlated with improved pesticide handling and higher PHI compliance. Overall, our results underscore the need for targeted training programs to enhance farmers' awareness of safe pesticide application, disposal practices, and PHI adherence. These efforts should be complemented by stronger regulatory frameworks and mechanisms to align farmer pesticide use practices with consumer preferences for safe products, as observed by in the higher PHI adherence among farmers selling to midstream actors.

Under the gun: Military and paramilitary actors in Sudan’s agri-food system

Armed actors, including militaries and paramilitaries, are heavily entrenched in the agrifood systems of several low- and middle-income countries, often resulting in negative implications for both agricultural transformation and democratic transitions. However, the role of armed actors is overlooked in the scholarship on the governance of agricultural value chains. To address this gap, this paper focuses on the role of the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) in Sudan's agrifood system. Through over 50 semi-structured interviews with key stakeholders, the paper traces how the SAF and RSF initially gained their foothold in the agrifood system and how they interact with each other, and the private sector across diverse value chains. We argue that these actors decide to pursue investments in certain value chains depending on the extent to which the private sector is already involved and the degree of technical complexity required to attain more profitable product upgrading. Based on these considerations, we uncover four strategies used by SAF and RSF in different value chains: exclusive capture and rent extraction, competition through biased licensing and quota allocations, acquiescence to existing private competitors when value-addition is too complex, and innovation when potential is high and the private sector is absent. We show how these strategies manifest across value chains as diverse as livestock, wheat, gum Arabic, and horticulture, with secondary applications to other commodities. Given that economic competition between SAF and RSF was a major factor in the outbreak of the 2023 armed conflict, identifying how these strategies emerged and manifested not only contributes to the literature on business-state relations but also expands insights about the political economy antecedents of large-scale conflict.

Resilient Cities urban nutrition profile: Ghana

Ghana’s urban population has grown significantly, and while undernutrition in children has decreased, urbanization and economic progress have led to a shift toward overnutrition. The rise in consumption of poor-quality diets and ultra-processed foods (UPFs), along with more sedentary lifestyles, is contributing to alarming increases in overweight and obesity and diet-related noncommunicable diseases (NCDs) such as hypertension and diabetes. The country is facing an emerging double burden of malnutrition (DBM), in which undernutrition coexists with overnutrition. The prevalence of child stunting is declining in rural areas, but child overweight and obesity is rising in urban areas. Increasing rates of overweight and obesity are also concerning among urban women and adolescent girls. Micronutrient deficiencies affect both urban and rural populations. Ghanaians in urban areas have more diverse diets but higher consumption of unhealthy foods, while those in rural areas face food insecurity and nutrient inadequacies. These challenges highlight the need for targeted dietary interventions to address poor feeding practices, healthy diets, and micronutrient deficiencies. Diet-related NCDs, such as hypertension and diabetes, are rising alongside contributing dietary risk factors, with urban areas and women most affected. Urban youth face higher NCD risks, with low diagnosis rates and socioeconomic factors exacerbating urban-rural disparities. Urban nutrition interventions improved child growth, reduced blood pressure in hypertensive adults, increased nutrition knowledge in schoolchildren. However, some strategies had limitations, and urban programs overlook poor diet quality, failing to address the need for double-duty interventions to tackle the double burden of malnutrition (DBM). Nutrition policies, guided by the Scaling Up Nutrition movement, address food security and healthy diets by targeting vulnerable groups such as young children, women, and adolescents. Ghana has made progress in promoting nutrition and healthy diets through multisectoral advocacy efforts, including the implementation of sugar-sweetened beverage (SSB) taxes, social protection programs, and a national NCD policy. However, challenges remain, as few policies directly address the urban poor, and insufficient funding, weak governance, unhealthy urban food environments, food safety issues, and the unaffordability of healthy diets require targeted efforts to improve diets and address multiple forms of malnutrition, particularly in urban and peri-urban areas. Strengthening coordination and focusing on obesity and NCD prevention in urban areas are urgent priorities. Double-duty interventions and programs in social protection, agriculture, health, and education should be designed, implemented, and evaluated to tackle all forms of malnutrition.

Production and consumption traits and the adoption of improved maize varieties: Evidence from seed sample packs and cooking demonstrations

In developing countries, semi-subsistence farmers typically assume dual roles as both consumers and producers of the same crops, which shape their adoption decisions as they balance household food security with market-driven incentives. This study, conducted in eastern Uganda, employs a field experiment with two intervention arms to assess the relative importance of these factors in farmers’ decisions to adopt improved maize seed varieties. The first intervention focuses on production traits, distributing free sample packs of an improved hybrid maize variety to showcase benefits such as higher yields, pest resistance, and drought tolerance. The second intervention emphasizes consumption traits, offering cooking demonstrations and blind taste tests using flour from the same improved maize variety to highlight its taste, texture, and ease of preparation. Our findings reveal that while seed sample packs positively influenced farmers’ perceptions of both production and consumption traits, cooking demonstrations primarily affected perceptions of consumption qualities. We find some evidence that the cooking demonstrations and tasting sessions significantly boosted adoption of the improved maize seed variety promoted by the intervention. However, farmers who received seed sample packs tended to recycle the harvested grain as seed in subsequent seasons, thereby crowding out fresh seed purchases. This practice led to productivity losses, suggesting that the seed trial packs did not translate into lasting improvements in food security or increased market participation.

Seed certification, certified seeds use and yield outcomes in Nigeria: Insights from nationally-representative farm panel data and seed company location data

CONTEXT
Despite the importance of enhanced seed quality to agricultural productivity growth, evidence remains scarce regarding the nature and possible drivers of returns to formal sector quality assurance systems, including certified seeds production in countries like Nigeria that focus significantly on the formal-sector seed systems.
OBJECTIVE
This study narrows this knowledge gap by estimating the effect of the quantity of certified seeds produced and the spatial variations where they are produced on the use of certified seeds and yields. We also assess the yield effects of certified seeds use and their relationship with agroclimatic and socioeconomic conditions.
METHODS
We combine nationally-representative farm-household survey panel data with spatial data on the headquarters locations of seed companies, the quantity of certified seeds for maize, cowpea, and rice that they produce, and spatially explicit agroecological data. We apply panel fixed effects methods as well as instrumental-variable methods to address potential endogeneity associated with certified seeds use while also controlling for the use of improved varieties to separate their effects from the effects of certified seeds.
RESULTS AND CONCLUSIONS
Our findings indicate that the availability of certified seeds—captured by indicators of certified seeds produced by seed companies headquartered in the states of survey respondents—is associated with positive but declining marginal effects on certified seeds use and yields. These results are robust when we also consider the potential within-state heterogeneity in the proximity to seed company headquarters, as well as potential spillovers from the nearest adjacent states. The yield effects of certified seeds are heterogeneous and depend on agroclimatic conditions and farmers' socioeconomic characteristics. The use of certified seeds is somewhat higher in areas with higher yield effects after controlling for certified seeds production. These patterns partly lead to observed non-linearities in certified seeds use because certified seeds may be more likely to be used by farmers with higher expected returns than farmers with lower expected returns. These results underscore the importance of spatially targeted efforts in enhancing certified seeds production capacity, together with the exploration of intermediate quality standards in the short term where costs of seed certification are high relative to returns.
SIGNIFICANCE
The study provides unique quantitative evidence in a nationally representative framework in an African country that returns to seed certification systems in the current setting significantly vary depending on contexts, including agroclimatic conditions.

Papua New Guinea: Systematic analysis of domestic production and world market shocks

Using an economy-wide, multi-sectoral model, this study explores potential vulnerability of Papua New Guinea (PNG) to economic shocks and identifies factors that contribute most to economic uncertainty. Economic scenarios were developed using historical data on volatile domestic sectors (e.g., primary agriculture and hydropower electricity generation) and world prices of goods and services in which PNG trades. The Computable General Equilibrium (CGE) model of PNG was used to simulate a range of potential economic outcomes under these scenarios. In addition, data mining and machine learning methods were applied to quantify the contribution of each shock to the uncertainty of economic outcomes. Key findings suggest that Papua New Guinea’s economy is predominantly exposed to external risks, with world prices and foreign capital volatility together accounting for approximately two-thirds of the potential variation in GDP and three-fourths of the potential variation in private consumption, poverty, and undernourishment (domestic production volatility contributes the remaining one-third and one-fourth, respectively). The current structure of the PNG economy underpins these results. While agriculture is the most uncertain sector, it is relatively less important compared to the overall economy; export earnings from energy and metals, as well as volatile foreign exchange capital inflows, play a much more significant role in the country’s current economic risks. Understanding how potential shocks might impact various segments of the PNG economy and population is a critical first step in facilitating discussions on relevant risk mitigation strategies, such as increasing sectoral productivity or diversifying production away from high-risk sectors.

A review of gender integration in African food-system policies: insights from Nigeria, Tanzania, Egypt and Kenya

Ensuring gender equality is a crucial aspect of achieving development goals, particularly in low- and middle-income countries (LMICs). Policymaking stands as a key avenue through which governments can actively pursue gender-responsive development. In LMICs—where agriculture often plays a pivotal role in the economy, and rural livelihoods are closely tied to food value chains—the integration of gender in agricultural and food-system policies is paramount. This is particularly true for many African countries. Although many African governments have recognized the importance of gender equality in agricultural and related sectors, gender disparities still persist in these sectors. This study evaluates national policies across various sectors in Nigeria, Tanzania, Egypt and Kenya, considering gender-based distinctions in the needs and priorities of women and men. Employing tools adapted to the broader context of food systems, the analysis of 54 sectoral policy documents reveals an encouraging pattern at first glance—that 89.9 percent of documents integrate gender considerations and perspectives. However, we identify specific gaps in the integration of gender considerations in national policies related to food systems, such as agriculture, livestock, and climate change. This could differentially affect how women and men derive benefits from ongoing or future changes in the countries’ food systems.

The dynamic impacts of alternative livestock sector intervention and spending options in Rwanda

This study evaluates the cost-effectiveness of various livestock interventions—feed, breeding, and health—and budget allocation strategies (balanced, feed-oriented, breeding oriented, and health-oriented) in the context of Rwanda’s economic and livestock systems. Using an economic and livestock systems integrated framework, the research highlights moderate yet sustained impacts on agricultural Gross Domestic Product (GDP) and significant improvements in the livestock sector. Overall, breeding interventions have the largest cumulative effect on agricultural GDP, while health measures, particularly dewormers, yield long-term gains in livestock productivity. Under the balanced scenario, breeding contributes significantly to both meat and milk sector GDP, while feed interventions show a smaller impact overall. The study also finds that biased spending scenarios lead to differing outcomes across livestock sub-sectors. Breeding-oriented spending boosts milk GDP initially, whereas health-oriented spending excels in meat production through reduced deaths and increased liveweight. By the end of the simulation period, a balanced investment strategy results in a 12.5 percent increase in meat yield and a 27 percent rise in milk yield, largely driven by breeding. Health interventions, particularly deworming, are crucial for sustained meat production, while improved feed mitigates mortality and supports stock growth. These results can support policy dialogue, such as the recently introduced Fifth Strategic Plan for Agriculture Transformation (PSTA 5), as policy makers seek to revitalize the livestock sector and enhance its resilience to future challenges.

Resilient Cities urban nutrition profile: Kenya

Despite progress in reducing child stunting over the past 15 years, Kenya is now facing new nutrition challenges, including overweight and obesity. The double burden of malnutrition (DBM), which is the coexistence of under- and overnutrition within individuals, households, and populations [1], manifests as child stunting and adult overweight (mostly in women) at the population and household levels. Dietary diversity is low and affects different population groups (particularly young children, adolescents, and women), predisposing them to micronutrient deficiencies. However, recent data on micronutrient intake and status are lacking. Households living in urban areas are vulnerable to being overweight, a consequence of increasingly unhealthy dietary patterns. In Kenya’s informal urban settlements, limited dietary diversity, reliance on cereals, and widespread consumption of ultra-processed foods (UPFs) contribute to high rates of child stunting, underweight, and the DBM, with affordability and accessibility driving food choices. Compounding factors include food safety concerns, clustering of unhealthy food vendors, and external shocks. Urban nutrition interventions have had mixed results, with some programs improving child health and maternal knowledge, but others showing no significant impact. Kenya aims to eliminate malnutrition by 2027, but national policies focus mostly on rural areas, leaving urban nutrition challenges insufficiently addressed. Programs such as Afya Jiji and the Nairobi City County Food System Strategy target urban health, but gaps in urban-specific strategies, poor coordination, and limited funding hinder progress. The national school meals program serves only a small portion of schools, and urban food policies are still underdeveloped.

Commercialization and dietary diversity of Rwandan smallholder farmers: A focus on women and youth headed households

Using a household dietary diversity score as a proxy for household access to nutritious foods, this paper assesses the relationship between commercialization and nutritional outcomes of Rwandan smallholder farmers, with a particular emphasis on women and youth headed households. The results indicate that commercialization has a strong, positive effect on household dietary diversity but mixed results between sub-categories of households. For instance, male-headed households have higher overall dietary diversity compared to female-headed ones, but much of that variation can be explained by higher asset ownership and income. However, relative to male headed households, female headed households appear to respond to increasing levels of commercialization by consuming more diverse foods, an insight that could be useful for targeted interventions. Importantly, youth-headed households exhibit greater household dietary diversity than those households headed by older individuals, despite having both lower levels of assets and crop commercialization. General determinants that positively influence household dietary diversity include the level of commercialization, household non-farm assets, market access, education of the household head, the presence of children under five in the household, irrigation use, land size, and livestock holdings. The goal of this research is to enable policy makers to better identify the drivers of household dietary consumption, particularly among more vulnerable households, and how to encourage a more diverse diet for better nutritional outcomes.

Payment for Ecosystem Services (PES) programs (such as REDD+ and voluntary carbon credit programs) have been designed to provide improved forest governance, reduced carbon emissions and diversified income sources for forest communities. However, recent evaluations of REDD+ projects across diverse countries have shown mixed results. In 2022, the government of Papua New Guinea put a moratorium on voluntary carbon credit programs due to inadequately specified processes on contract design and targeting, resulting in ongoing deforestation and lack of transparent remuneration in participating communities under select programs. As the country reassesses how to engage in voluntary carbon credit programs, this study aims to inform the design of PES programs tailored to meet the needs of forest landholders. Using recently collected rural household survey data, we evaluate the unique characteristics that are correlated with forest-owning households’ likelihood of accepting a PES contract. The discrete choice experiments included in the survey, and complementary focus group discussions suggest that forest landholders prefer PES contracts with higher financial incentives and lower land area commitments, requiring an additional $39.07 per hectare per year to preserve all forested land compared to committing half of their forested land to a PES contract. Other factors, such as household size, the use of forest land for timber production and commercial logging, ongoing forest preservation activities within a community and market access also influence respondents’ preferences for PES contracts.

Integrated agro-industrial parks in Ethiopia: Status, success and challenges with a focus on Yirgalem IAIP

This study aims to assess the current state, successes, and challenges of Integrated Agro-Industrial Parks (IAIPs) in Ethiopia, with a specific focus on the Yirgalem Integrated Agro-Industrial Park (YIAIP). The analysis is based on an extensive literature review and semi-structured interviews with key informants (KIIs). By examining the current state of Ethiopia's IAIPs, the research provides valuable insights into their successes and shortcomings, offering critical lessons to enhance the sustainability of IAIPs in Ethiopia and guide the development of similar initiatives in other Sub-Saharan African countries.

The case for food system knowledge support system (FS-KSS)

The Comprehensive Africa Agriculture Development Programme (CAADP) Strategy and Action Plan (2026-2035) is a key framework aimed at transforming Africa’s agrifood systems to achieve sustainable agricultural growth, food security, and economic development across the continent. Building on the lessons from the Malabo Declaration, the Plan emphasizes the need for sustainable food production, inclusivity, and resilience in the face of climate change and other challenges. However, achieving these ambitious goals requires a robust and integrated support system that can provide accurate, real time data, facilitate evidence-based decision-making, and promote accountability among stakeholders. Without a well-functioning knowledge system, the efforts to transform agrifood systems may be hindered by data gaps, limited analytical capacity, and a lack of coordination among various actors. The effectiveness of food systems in Africa is often hindered by data gaps, inconsistencies, and limited capacity for data analysis. These issues compromise the ability of governments and other stakeholders to make informed decisions, implement sound policies, and monitor progress toward national and continental goals such as food security and climate resilience. This is where the Food System Knowledge Support System (FS-KSS) becomes crucial, as it provides the necessary tools to ensure effective implementation of the CAADP Strategy and Action Plan.

Comprehensive mapping of food systems is necessary to guide transformation efforts: The case of Rwanda

Rwanda has made significant strides in improving its food systems, with notable progress in reducing malnutrition and stunting, especially among children. Stunting rates declined from over 50% in the early 2000s to 33% by 2020, reflecting the government’s commitment to addressing food insecurity and enhancing nutrition through a range of agricultural and public health initiatives. The country’s Crop Intensification Program (CIP) has played a pivotal role in increasing agricultural productivity, especially for staple crops like maize, beans, and Irish potatoes, which has contributed to better food availability across the country. Despite these achievements, substantial challenges persist. Almost 19% of households still face food insecurity, with the highest prevalence in rural areas. Additionally, malnutrition continues to affect vulnerable populations, with anemia rates among women of reproductive age at 37%, signaling gaps in nutrition security. Environmental concerns, including soil degradation, water scarcity, and climate change, further complicate efforts to sustain agricultural productivity. Approximately 40% of Rwanda’s land is affected by soil erosion, and shifting climate patterns pose increasing risks to agricultural yields. These challenges indicate the need for a more strategic, research-based approach to understanding and transforming Rwanda’s food system.

The case for post Malabo Agenda implementation guidelines

The Comprehensive Africa Agriculture Development Programme (CAADP), developed by the African Union (AU) in 2003, marked a significant turning point for Africa’s agricultural development. CAADP’s objective was to transform agriculture into a key driver of economic growth, poverty reduction, and food security across the continent. Through a focus on increasing agricultural productivity and ensuring that agricultural development was aligned with national and regional priorities, CAADP sought to tackle Africa’s persistent challenges of hunger, malnutrition, and economic stagnation. In 2014, the Malabo Declaration was introduced as the second phase of CAADP implementation, with a new set of ambitious targets aimed at ending hunger and halving poverty by 2025. The declaration reinforced the importance of agricultural-led growth and committed African governments to specific goals, including increasing agricultural productivity by at least 6% annually and allocating at least 10% of national budgets to agriculture. It also emphasized sustainable agriculture, resilience to climate change, and equitable access to resources, particularly for women and smallholder farmers.

The political economy of food self sufficiency policies and food security in African countries

Food security deteriorated in Africa during the past decade, and the number of undernourished people has been increasing since 2010. The prevalence of undernourishment is now above pre-pandemic levelsat 9.7% compared with 7.2% in 2019, and Africa reports the highest level in the world. External factors, such as the Russia-Ukraine conflict, have contributed to this increase Projections show that almost 600 million people in Africa will be chronically undernourished in 2030. Moreover, Africa is not on track for SDG2, eradicate hunger by 2030. To achieve food security and reduce the number of undernourished people, many policymakers are advocating for food self-sufficiency. Relying on local production and promoting it through various policy measures, including restrictive trade policies, appears to many to be a natural solution. Yet, there has been a long-standing debate among analysts as to whether trade restrictions are a good strategy, especially in Africa, to achieve food security. The proponents of food self-sufficiency argue that trade liberalization increases food dependency (and import bills) and makes consumers vulnerable to external shocks in food availability, as well as exposing them to unhealthy foods. They advocate for stimulating local production with subsidies and trade restrictions. For the opponents, opening borders to international trade is a guarantee of cheap and easy access to diversified food products. Furthermore, by partially decoupling local markets from domestic shocks, trade can also help stabilize domestic food markets. This report contributes to that debate. Using both qualitative and quantitative analysis, we reach the conclusion that food self-sufficiency is neither a necessary nor a sufficient condition for food security. Food security is a multidimensional concept, and only two dimensions– availability and utilization—seem to be affected by food self-sufficiency in Africa. Also, while public support to agriculture can help achieve food self-sufficiency, its impact is not linear, and beyond a certain threshold, diminishing returns are observed. Overall, different approaches can achieve food security, and there is no “one-size-fits-all strategy.” International or regional trade can contribute to food security and stabilize domestic food markets, as regional production is usually less volatile than domestic supply.

Due to complex interactions, changes in any one area of food systems are likely to impact—and possibly depend on—changes in other areas. Here we present the first annual monitoring update of the indicator framework proposed by the Food Systems Countdown Initiative, with new qualitative analysis elucidating interactions across indicators. Since 2000, we find that 20 of 42 indicators with time series have been trending in a desirable direction, indicating modest positive change. Qualitative expert elicitation assessed governance and resilience indicators to be most connected to other indicators across themes, highlighting entry points for action—particularly governance action. Literature review and country case studies add context to the assessed interactions across diets, environment, livelihoods, governance and resilience indicators, helping different actors understand and navigate food systems towards desirable change.Due to complex interactions, changes in any one area of food systems are likely to impact—and possibly depend on—changes in other areas. Using best-worst scaling to inform agroecological interventions in Western Kenya

Both the demand for food and the environmental impacts of food production are estimated to significantly increase by 2050. Agroecological interventions have proven effective in facilitating the transition from current food production systems to more sustainable ones. These interventions can not only ensure more equitable food and nutritional security but also address poverty and reduce environmental impacts. As such, agroecological interventions can generate both private and public ecosystem services. Farmers play a key role in how food is produced, as the practices they use are linked with their preferences and expertise, as well as the constraints they face. Understanding farmers’ preferences for the adoption of different agroecological practices and their perceptions of the associated costs and benefits is critical to informing policies that can effectively support farmers in transitioning to more sustainable practices, including those that contribute to the generation of ecosystem services highly valued by broader society. To assess such preferences, we conducted a survey among farmers in Western Kenya which included a best-worst scaling experiment augmented by qualitative questions about the reasons for farmers’ views about the importance of the benefits arising from agroecological practices. Results show that farmers have strong preferences for adopting agroecological practices that generate private goods and are directly related to increasing productivity and food security, including improving health of household members. These may also include practices that have some public good elements as well, such as increasing agrobiodiversity. However, practices that generate broader public good benefits, including improved forest quality/coverage, reduced off-farm environmental impacts, greater community-level resilience to shocks, and improved landscape and wildlife management, were less important to farmers. Such findings can be used to inform policies that support farmer adoption of agroecological interventions best suited to different farming communities, as well as indicating the need for additional types of market-based incentives, such as through Payments for Ecosystem Service mechanisms.
